Sealed Bids will be received by Norwich Township, Franklin County, hereinafter referred to as the “Owner”, at the office of the Township Administrator, 5181 Northwest Parkway, Hilliard, Ohio 43026, until 3:00 pm, local time Wednesday, November 7, 2018 for the Norwich Pavilion.

Construction site location is at 4100 Columbia Street, Hilliard Ohio 43026.

At said place and time, all Bids that have been received will be publicly opened and read aloud. Bids received after said closing time of 3:00 pm, local time, will not be accepted and will be returned unopened. Bids shall be in a sealed envelope clearly marked with the Project Name (Norwich Pavilion) and Date (November 7, 2018) and shall be addressed as follows:

Copies of the contract documents are available to prospective bidders. These documents include the Bid advertisement, Bid Proposal, Bid Bond, Statement of Qualifications, Non-Collusion Affidavit, Certificate from insurance carrier that coverages will be furnished, Indemnification Agreement, Proposal Affidavit, and Delinquent Personal Property Tax Affidavit. Copies are bounded together in the office of the Township Administrator or on the Township website www.norwichtownship.org. This is a prevailing wage project. Bids over the 10% threshold of the estimate will be rejected.

A pre-bid site visit will be held from 2:00 pm - 3:00 pm, local time, at 4100 Columbia Street, Hilliard Ohio 43026 on Thursday, October 18, 2018. Attendance is not a requirement for presentation of a Bid.

Estimated cost of the project is $290,000.00.

Bidders must provide a 10% ($29,000.00) bid bond. A 100% ($290,000.00) performance bond is also required guaranteeing faithful performance and the payment of all bills and obligations arising from the performance of the Contract. No Bid may be withdrawn within a period of sixty (60) days after the date of fixed for opening Bids. The Owner assumes no responsibility for payment of any expenses incurred by any respondent to this Invitation to Bid.

The successful bidder will have 60 days from the start date to complete the work. All work must be final no later than April 30, 2019. The successful bidder will be paid within 30 days of invoicing.

The successful bidder will be responsible for providing engineered drawings and required permits.

The successful bidder will agree to warranty the work for one (1) year past the completion date.

The successful bidder will be required to enter into an Agreement with the Owner in the form included in
the Contract Documents.

The Owner reserves the right to award the contract by specific portions of work, to reject any or all Bids, and to waive any informalities and irregularities therein and to enter into a contract with the bidder whom, in its opinion, offers the lowest and best bid.
